The Plan for Modernization of Justice

The Plan for Modernisation of Justice was approved by the Plenary Session of the General Council of the Judiciary, held on 12th November 2008. This Plan is aimed at improving the Administration of Justice by highlighting factors relating to modernisation and innovation, according to the constant demand for judicial officers.

The structure of the Plan covers two principal groups, the Modernisation Plan itself and the Immediate Action Plan for the Improvement of Justice.

Regarding its goals, the following should be highlighted:

  • Implementation of the Judicial Office.
  • The restructuring of the Judicature and Judicial Demarcation.
  • The application of new technologies within the general framework known as e-Justice.
  • The effectiveness of the measures of the Charter of Rights and Judicial Transparency Plan.
  • The monitoring and improvement of activities in the courts.
  • The promotion of procedural reforms.
  • The status of the Judge.
  • The territorial organisation of the State.

These objectives are pursued through projects and specific activities covered by the Immediate Action Plan, the coordination of which is the responsibility of the Commission for Modernisation and Information Technology.

This Commission needs to deal with the coordination of national and regional computer programs and applications, the improvement of computerised procedural management systems, the reduction and training of trainee officials, introducing urgent improvements in the management of Justice Administration staff, the impetus of the necessary measures for effective reconciliation of work and family life, the promotion of the adoption of systems to prevent workplace risks, which comply with the requirements of workplace health and safety, as well as other short-term actions.

In all cases, the objectives, projects and tasks of the Plan for Modernisation of the Justice involve:

  • The application of new technologies (e-Justice).
  • The coordination of national and regional computer programs and applications.
  • Improvement of computerised procedural management systems.
