Pursuant to Article 42 of the Organic Law on the Judiciary, the Chamber for Conflicts of Competence is chaired by the President of the Supreme Court and composed of two Magistrate-Judges, one for each jurisdictional area in conflict who shall be appointed annually by the Governing Chamber. The Senior Court Registrar of the Supreme Court acts as registrar.

The agreement of December 17, 2025 of the Plenary Session of the General Council of the Judiciary (BOE of December 29, 2025) provides for the publication of the designation made by the Government Chamber of the Supreme Court at its meeting of October 27, 2025 of the judges who are to constitute the special chamber that is to resolve conflicts of jurisdiction in the year 2026 in the following terms:

Between civil and criminal jurisdictional areas:

• Pedro José Vela Torres (First Chamber) and Ana María Ferrer García (Second Chamber).

Between civil and contentious administrative jurisdictional areas:

• Manuel Almenar Belenguer (First Chamber) and Carlos Lesmes Serrano (Third Chamber).

Between civil and social jurisdictional areas:

• Raquel Blázquez Martín (First Chamber) and Juan Manuel San Cristóbal Villanueva (Fourth Chamber).

Between civil and military jurisdictional areas:

• Nuria Auxiliadora Orellana Cano (First Chamber) and Clara Martínez de Careaga García (Fifth Chamber).

Between criminal and contentious administrative jurisdictional areas:

• Pablo Llarena Conde (Second Chamber) and José Luis Gil Ibáñez (Third Chamber).

Between criminal and social jurisdictional areas:

• Eduardo de Porres Ortiz de Urbina (Second Chamber) and Isabel Olmos Parés (Fourth Chamber).

Between criminal and military jurisdictional areas:

• Julián Artemio Sánchez Melgar (Second Chamber) and Fernando Marín Castán (Fifth Chamber).

Between contentious administrative and social jurisdictional areas:

• José Luis Quesada Varea (Third Chamber) and Félix Vicente Azón Vilas (Fourth Chamber), Magistrate-Judge of the Fourth Chamber.

Between contentious administrative and military jurisdictional areas:

• José Luis Quesada Varea (Third Chamber) and Ricardo Cuesta del Castilloa (Fifth Chamber).

Between social and military jurisdictional areas:

• Rafael Antonio López Parada (Fourth Chamber) and Ángel Turienzo Veiga (Fifth Chamber).
