Improvement of the quality of justice

The General Council of the Judiciary shall watch over the correct development of the functions that the Constitution and the regulations provide to the Judiciary.  Therefore, it shall guarantee to provide the Judges with the necessary means for the adequate exercise of their jurisdictional function.

In order to reach this aim, the Council acts in two fields:

  • It has the capacity to propose as many proceedings as considered necessary in order to improve the justice administration.  Either through the presentation of the annual report before the General Courts or addressing directly to the Ministry of Justice or to the Autonomous Communities with juristidiction in justice, the Council proposes the adoption of those measures and initiatives that may contribute to a better functioning of the Spanish judicial bodies.
  • It participates in the forums where the most relevant decisions are taken which affect our justice administration. They are different work comissions, of a bilateral or multilateral nature, where the Council, the Ministry of Justice and the autonomies with jurisdiction in this matter study as many ideas as possible in order to contribute to the improvement of the public service of the justice administration, promoting as many legal reforms as possible that may be beneficial. 

From another side, the Organic Law of the Judiciary attributes to the General Council of the Judiciary the jurisdiction as an authority that must control the different information systems existing within the Justice Administration. The Council approves the computer programs used at the justice administration, so that the compatibility between them is guaranteed and thus count on an comprehensive judicial information system, as well as coherent, robust and stable.

The General Council of the Judiciary exercises statutory authority on matters regarding the establishment of bases and standards of compatibility of the computer systems used in the Judicial Administration (Article 560.1.16.1 LOPJ). It corresponds to the Judicial Documentation Centre to collaborate in the implementation of decisions adopted by the General Council of the Judiciary in matters of harmonisation of computer systems that mean a greater efficiency in Court activity (Article 619.2 LOPJ)
