Court for Conflicts of Jurisdiction - Composition

Pursuant to Article 38 of the Organic Law on the Judiciary, the Court for Conflicts of Jurisdiction is a collegiate body composed of the president of the Supreme Court, who chairs it, and by five members, two of whom will be Magistrate-Judges of the Chamber for Contentious Administrative Proceedings of the Supreme Court, appointed by the Plenary of the General Council of the Judiciary, and the other three will be permanent Counsellors of State. The Senior Court Registrar of the Supreme Court acts as registrar.

By a decision of 30 November 2023, the Plenary of the General Council of the Judiciary decided to appoint the Magistrate-Judges of the Third Chamber of the Supreme Court who were to form the Court for Conflicts of Jurisdiction during 2024 and ordered the publication of the appointments made by the Plenary of the Council of State with regard to the permanent counsellors who were also to form the Court of Jurisdiction in 2024 (BOE of 16 December 2023).

  • Pursuant to this decision, in 2024 the Court for Conflicts of Jurisdiction is composed of the President of the Supreme Court, who chairs it, and the following members:
  • Permanent members:
    • Antonio Jesús Fonseca-Herrero Raimundo and José Manuel Bandrés Sánchez-Cruzat, Magistrate-Judges of the Third Chamber of the Supreme Court.
    • Miguel Rodríguez-Piñero y Bravo-Ferrer, Paz Andrés Sáenz de Santa María and Fernando Ledesma Bartret, permanent Counsellors of State.
  • Alternate members:
    • Esperanza Córdoba Castroverde and Fernando Román García, Magistrate-Judges of the Third Chamber of the Supreme Court.
    • Alberto Aza Arias and José Luis Manzanares Samaniego, permanent Counsellors of State.
