European Council for Efficiency of Justice

The European Commission for the Efficiency of Justice (CEPEJ) was established on 18th September 2002 by Resolution 12 (2002) of the Committee of Ministers of the Council of Europe.

It consists of experts from all 47 Member States of the Council of Europe (including Spain, whose delegation includes a representative of the General Council of the Judiciary) and has a Secretariat.Its tasks can also include observers among which the European Union takes part.

The mission of the CEPEJ is to improve the efficiency in the functioning of Justice in the Member States of the Council of Europe and to develop the implementation of the regulatory instruments adopted by the Council of Europe.

Its tasks are:

  • Analyse judicial systems.
  • Identify the difficulties faced by the judicial systems.
  • Define specific ways to improve the assessment of results and performance of judicial systems.
  • Provide assistance to Member States.
  • Propose to the competent bodies of the Council of Europe the areas in which it would be desirable to develop a new judicial instrument.

  

 The CEPEJ is not a supervisory institution of the judicial systems of Member States nor is responsible for preparing regulatory instruments.The operation of the CEPEJ is governed by its statute.
