Chamber for Conflicts of Competence - Composition

Pursuant to Article 42 of the Organic Law on the Judiciary, the Chamber for Conflicts of Competence is chaired by the President of the Supreme Court and composed of two Magistrate-Judges, one for each jurisdictional area in conflict who shall be appointed annually by the Governing Chamber. The Senior Court Registrar of the Supreme Court acts as registrar.

The decision of the Standing Committee of the General Council of the Judiciary of 23 November 2023  (BOE of 16 December 2023) orders the publication of the appointment made by the Governing Chamber of the Supreme Court in its meeting of 13 November 2023 of the Magistrate-Judges who are to form the special chamber which is to resolve conflicts of competence in 2024, as follows:

Between civil and criminal jurisdictional areas:

  • José Luis Seoane Spiegelberg (First Chamber) y Ángel Luis Hurtado Adrián (Second Chamber).

Between civil and contentious administrative jurisdictional areas:

  • Antonio García Martínez (First Chamber) y María del Pilar Teso Gamella (Third Chamber).

Between civil and social jurisdictional areas:

  • Pedro José Vela Torres (First Chamber) y v (Fourth Chamber).

Between civil and military jurisdictional areas:

  • Juan María Díez Fraile (First Chamber) y Fernando Marín Castán (Fifth Chamber).

Between criminal and contentious administrative jurisdictional areas:

  • Leopoldo Puente Segura (Second Chamber) y José Luis Requero Ibáñez (Third Chamber).

Between criminal and social jurisdictional areas:

  • Javier Hernández García (Second Chamber) y Sebastián Moralo Gallego (Fourth Chamber).

Between criminal and military jurisdictional areas:

  • Andrés Palomo del Arco (Second Chamber) y Ricardo Cuesta del Castillo (Fifth Chamber).

Between contentious administrative and social jurisdictional areas:

  • Francisco José Navarro Sanchís (Third Chamber) y Juan Molins García Atance (Fourth Chamber), Magistrate-Judge of the Fourth Chamber.

Between contentious administrative and military jurisdictional areas:

  • Ángel Ramón Arozamena Laso (Third Chamber) y José Alberto Fernández Rodera (Fifth Chamber).

Between social and military jurisdictional areas:

  • Ignacio García-Perrote Escartín (Fourth Chamber) y Clara Martínez de Careaga García (Fifth Chamber).
