What is the Governing Chamber

The Governing Chamber is the internal governing body of the region’s courts and tribunals. It performs organisational and administrative tasks.

It has fourteen members and is representative in nature, as the region’s judges and magistrates democratically elect half of them. The chairman of the Sala de Gobierno is the chairman of the High Court of Justice of the Canary Islands. In addition, the chairs of the region’s two contentious-administrative chambers and two social chambers and the chairs of the two provincial courts are ex officio members.

The Secretary to the Governors of the High Court exercises the functions of the Secretary of the Governing Chamber without prejudice to all those expressly attributed to him by the Organic Law of the Judiciary. These functions include issuing reports on any matters that require some action because they affect the judicial offices or the attorneys of the Administration of Justice who work under him. In these cases, the Secretary to the Governors has a vote in the resolution adopted.

The Governing Chamber of the High Court of Justice is constituted as a Plenary Session or a Commission. The Commission has six members, three ex officio and three elected. The Plenary session appoints all members and the substitutes for any vacancies. The Commission is renewed annually in the same proportion and chaired by the Chairman of the High Court of Justice.

The Governing Chamber of the High Court of Justice meets at least twice a month unless there are no pending matters. It also meets for other reasons: when it has to deal with urgent matters of interest for the Administration of Justice when deemed necessary by the President of the High Court of Justice, when requested by one-third of its members through a reasoned proposal and stating what is to be deliberated and decided, or when requested by the Secretary to the Governors to deal with matters affecting judicial offices or Lawyers of the Administration of Justice that work under him. The Chairman issues the meeting notice, stating the matters to be discussed.
