Offices of the General Council of the Judiciary

The Council currently has seven offices:

  • two in Madrid, the central headquarters and the offices at 27/29 Calle Trafalgar;
  • the offices of the Judicial School in Barcelona;
  • the offices of the José María Lidón Judicial Documentation Centre in San Sebastian;
  • the Professor Manuel Broseta Pont Training and Legal and Economic Studies Centre in Valencia;
  • the offices of the Training Forum and Environmental Studies in the Autonomous Region of Andalusia, in Seville; and
  • the centre for the continuous training of judges and magistrates set up at the Palace of Justice in Arrecife.


1. Central headquarters at 8 Calle Marqués de la Ensenada, Madrid.

PROPERTY OF: GENERAL DIRECTORATE OF STATE HERITAGE OF THE MINISTRY OF THE TREASURY AND PUBLIC ADMINISTRATIONS.

ASSIGNED TO THE COUNCIL BY THE GENERAL DIRECTORATE OF STATE HERITAGE (MINHAP). NO LIMIT.

Surface area: 8,136.63 square metres.

Council headquarters since September 1990. The building was sold by the French Republic to the Spanish State and incorporated into the State's heritage in 1987 to be used for the headquarters of the Council. The building is part of the Heritage of the State, which carried out the work and covered the equipment and initial installation costs. Since its inauguration, 100% of the total costs of the building and its installations are paid by the Council and taken from its budget.

2. Offices at 27/29 Calle Trafalgar, Madrid.

27 TRAFALGAR GRANTED FOR USE AND 29 TRAFALGAR ASSIGNED TO THE COUNCIL.

27 TRAFALGAR: 20 YEARS, RENEWABLE; 29 TRAFALGAR: NO LIMIT

Surface areas: 4,222.67 (27 Trafalgar) and 3,423.00 (29 Trafalgar) square metres.

In 1997 the Council started proceedings before the General Directorate of State Heritage to obtain new offices in Madrid.

On 24 July, the Official State Gazette, an autonomous body, and the Council signed an agreement whereby the former would authorise the latter to use the part of the building located at number 27 of Calle Trafalgar in Madrid (3,837 square metres, floors basement three, three, four, five and six).

Also, on 24 July 2001, the Ministry for the Treasury and the Council signed an agreement assigning the latter the building located at number 29 Calle Trafalgar (3,423 square metres, floors basement three, three, four, five and six).

The work was carried out by the General Directorate of State Heritage and the equipment and initial installation costs were covered by the Council. Since the inauguration of the new offices, the Council covers 100% of the costs of the building and its installations, money which is taken from its budget.

In December 2001, the Official State Gazette, the National Statistics Institute and the Council signed a collaboration agreement for the administration of the communal services and areas of the building. A new agreement was signed in October 2002, in order to make 1,209.22 square metres available to the Ministry of Economy (772 at 27 Trafalgar, authorised by the Official State Gazette, and 437.22 at 29 Trafalgar, assigned by the General Directorate of State Heritage).

On 1 January 2006, the Official State Gazette granted the use of 385.67 square metres of the second floor of the building at 27 Calle Trafalgar to the Council.

The Council, Official State Gazette and the National Statistics Institute signed a new collaboration agreement for the administration, maintenance and use of the services and common areas of the building at 27/29 Calle Trafalgar in 2006, due to changes in the distribution of space and in the cost sharing ratios.

3. Offices of the Judicial School in Barcelona

PROPERTY OF: THE AUTONOMOUS GOVERNMENT OF CATALONIA. HANDED OVER BY THE GENERAL HERITAGE DIRECTORATE OF THE AUTONOMOUS GOVERNMENT OF CATALONIA TO THE GENERAL DIRECTORATE OF STATE HERITAGE (MINHAP), AND ASSIGNED BY THE LATTER TO THE COUNCIL.

30 YEARS

Located on Carretera de Vallvidrera 43/45, built in 1997. Total surface area: 10,822 square metres, and built area: 7,510 square metres.

In November 1995, the Plenary Session of the Council decided that the offices of the Judicial School would be located in Barcelona. In December 1995, the president of the Autonomous Government signed a Protocol, according to which the Autonomous Government initiated the actions required to remodel the property known as La Esperanza, located in Vallvidrera, in the municipal district of Barcelona, so it could be used by the Judicial School.

On 28 December 1995, the Autonomous Government decided to release the aforementioned property from the public domain and assign it to the General Administration of the State so it could be used to house the Judicial School.

Renovation and remodelling work on the property was carried out by the Autonomous Government. On 18 February 1997, the General Directorate of State Heritage and the General Heritage Directorate of the Autonomous Government signed a collaboration agreement to formalise the concession of use and availability of the property to the Council. The concession was for a period of thirty years, free of charge. The agreement stipulated that property that was the subject of the concession would automatically revert to the Autonomous Government if it was no longer used to house the Judicial School's offices.

Lastly, the act of assigning the property to the Council was signed on 22 December 1997 by the Council and the Ministry of Economy and the Treasury. From then on, the building was integrated into the public domain and the Council assumed competences of the state over it, including the building's administration and conservation.

The construction work and the cost of fitting out the building and first installation (except for the furniture) were paid by the Autonomous Government. The Council took over 100 percent of the cost of the building and its facilities out of its budget as of the day on which the School was inaugurated.

4. José María Lidón Judicial Documentation Centre

PROPERTY OF: BASQUE GOVERNMENT

CONCESSION FOR USE BY THE COUNCIL

MAXIMUM PERIOD STIPULATED IN BASQUE AUTONOMOUS LEGISLATION ON THE CONCESSION OF PUBLIC PROPERTY.

Palace of Justice in San Sebastián, with a surface area of 2,027 square metres.

In a meeting held on 31 July 1996, the Plenary Session of the Council decided to ratify a previous agreement of the Committee of the Judicial School to establish the offices of the Judicial Documentation Centre in San Sebastián.

In October 1996, the president of the Supreme Court and the Council, and the Lehendakari of the Basque Country signed an agreement to establish the Council's Judicial Documentation Centre in San Sebastián.

In accordance with said agreement, the Basque Government authorised the concession of the third and fourth floors of the Provincial Courthouse in San Sebastián for use by the Council, free of charge, as well as the remodelling of any other spaces that needed to be used as a documentation centre and for the development of any other activities deemed appropriate within the Council's areas of competence. The concession was given for the maximum period stipulated in Basque autonomous legislation for the concession of public property.

Two floors of the building known as the Madres Reparadoras, adjoined to the Provincial Court and used for judicial purposes, were assigned to the Council on a provisional and transitory basis until the necessary adaptations of the building were completed.

The Basque Government took responsibility for financing all the work on both buildings, defraying the expenditure required to deliver the facilities furnished and ready to operate. The Council took over 100 percent of the cost of the building and its facilities out of its budget as of the day on which the building was inaugurated.

5. Professor Manuel Broseta Pont Training and Legal and Economic Studies Centre in Valencia


PROPERTY OF: THE AUTONOMOUS GOVERNMENT OF VALENCIA

AUTHORISATION FOR OCCUPATION AND USE BY THE COUNCIL

TEN YEARS

Located in the Ciudad de la Justicia in Valencia Surface area:

In April 2003, the Council and the Autonomous Region of Valencia signed an agreement to create a Training and Legal and Economic Studies Forum, as a previous step to a permanent legal and economic studies centre for the Council in said autonomous region.

An agreement was signed in November 2003, by which the Autonomous Government of Valencia authorised the Council to occupy and use the fifth floor of the Ciudad de la Justicia of Valencia as a training centre, free of charge, for a period of ten years (starting on 10 November 2003). The agreement was renewed in 2013.

The Council paid for the work required to adapt the space to the authorised use, as well as the equipment needed for running the centre (e.g. computers, telephony and furniture) and the maintenance and repair thereof. The maintenance costs were charged against the budgets of the Regional Ministry of Justice and the Public Administrations of the Autonomous Region of Valencia.

The Council's investment: 446,924.75 euros

6. Offices of the Training and Environmental Studies Forum in the Autonomous Region of Andalusia

PROPERTY OF: AUTONOMOUS GOVERNMENT OF ANDALUSIA

AUTHORISATION FOR USE

UNTIL THE DEFINITIVE FORUM OFFICES ARE SET UP

The offices are in Building A of the Monastery of La Cartuja of Santa María de las Cuevas, on the Island of La Cartuja, in Seville. Surface area: 104.26 square metres.

On 3 July 2003, the Council and the Autonomous Government of Andalusia signed a collaboration agreement to set up a TRAINING AND ENVIRONMENTAL STUDIES FORUM OF THE JUDICIARY IN THE AUTONOMOUS REGION OF ANDALUSIA, as a prior step before setting up a permanent studies centre.

In a meeting held on 14 April 2004, the Plenary Session of the Council approved the draft agreement to be entered into between the Council and the Autonomous Government, by which the Regional Ministry of Justice and the Public Administration of the latter authorised the former to use part of the building of the Monastery of La Cartuja of Santa María de las Cuevas as the provisional offices for the aforementioned forum. The agreement was signed on 10 May.

Inaugurated in March 2005, the building has hosted environmental training activities for judges and magistrates.

7. The centre for the ongoing training of judges and magistrates established at the Palace of Justice in Arrecife

PROPERTY OF: THE AUTONOMOUS GOVERNMENT OF THE CANARY ISLANDS

AUTHORISATION FOR USE

On 5 October 2006, the Council and the Regional Ministry of the Presidency and Justice of the Autonomous Government of the Canary Islands signed a collaboration agreement for the Council to use the Palace of Justice in Arrecife as an office for the execution, in Lanzarote, of the agreement for the ongoing training of judges and magistrates entered into by the Council and the Autonomous Government in 1996.

The premises are located in the building of the Courts of Arrecife in Lanzarote, on the corner of Calle Rambla Medular and Calle Aragón. The premises have 153 metres of useful floor space and are used for the ongoing training activities organised in Lanzarote.

The work was carried out and paid for by the Regional Ministry of the Presidency and Justice, and the Council paid for the equipment needed to run the centre, such as computer terminals and telephones, electronic office equipment and office furniture, and the maintenance and conservation thereof.
