Introduction

Budgets

The CGPJ approves its budget on an annual basis, as a constitutional body, for its inclusion in the General State Budgets in an independent section, before their approval by Parliament, at the proposal of the current Ministry of the Treasury and Public Administrations. All of the above according to the LOPJ (article 565 of Organic Law 4/2013, of 28 June), and the general budgetary legislation of the State to which the Council is subject.

To control the legality in the implementation of the budget the exercise of the auditor role is taken into account in the form of a prior audit.

On 28 June 2012 the Plenary of the Council passed the Update of the control of management and transparency regime of the General Council of the Judiciary. The Permanent Committee, in its meeting of 03-03-2021, passed the Regulations on compensation for service relating to travel and expenses for reasons of protocol or representation, charged to the budget of the General Council of the Judiciary, and which have their origin in the regulations passed by agreement at the Plenary Session of 28 June 2012.

In section 8 of the regulations passed by the Plenary, the manner of how the state of budgetary execution to be completed is to be presented in alignment with the criteria of transparency is regulated in the following terms:

  • Concept and content

To reinforce the transparency of the economic activity of the Council, the right to information relating to its annual budget and its public implementation is guaranteed.

  • Individual responsible
    The Economic Affairs Committee, with the services in its charge, will publish the document “The CGPJ Budget” on an annual basis and the document “The State of the Implementation of the CGPJ Budget” on a quarterly basis.
    Both documents will present the itemisation of the Budget classified into programmes, chapters and concepts.
